I am basing up some Space Marine Infantry. What models should be on a stand to represent a Devestator Squad? What models would represent a Tatical Squad?

A devastator squad would have 2 heavy weapons, a tactical squad would have 1, but the Counts As rule would allow tacticals to have no heavy weapons as well. If I put together a box of marines, I'd make 8 devastator stands, which would leave 8 tactical stands with missile launcher and 16 without.
