Terminator Detachment had 3 BMs. Are the terminators allowed to rally on board of the thunderhawk, or even off - table?
What happens first anyway? Disengage or rally?

A minor quibble on the process; If the THawk performs a ground attack, it lands and the Terminators embark
before the THawk shoots. The alternative is that the THawk has activated landed etc and at some point later in the turn, the Terminators move into the THawk; perhaps as a result of being broken (so
not a consolidation move).
Either way as Mephiston says, in the end-of-turn phase the THawk disengages with its contents and then you try to rally the broken troops (off-table) which now just need to get a 3+ to rally as they are no longer 'near' any enemy formations.
