The answer is kinda both!

The first unit you charge with can move in any direction it likes (remember FF to 15cm still counts in the  combat). If it moves into base contact with an enemy unit, that unit (the enemy) loses its zone of control. This allows other attacking units to move past it and contact other enemy units.

So if the Banshees are out front you can't move through them, but if you have enough movement to go around them (without entering their zone of control) you could hit the transports.

Which just reminded me, if you look on page 50 of the 2008 Handbook (or scroll to Eldar forces) there are a couple of units that state range on weapons of "15cm" and "(15cm)" (see Wraithguard, and Fire Dragons.)  Now what is going on with this?  I'm assuming that the (15cm) is for Assault FF as it is typical other places.  Is this a typo, or is there a difference between 15cm and (15cm) and the unit gets to use both weapons in assault?

If the weapon has an AP/AT value you can shoot with it. It just so happens that these weapons only have a range of 15cm. If the weapon is listed as Assault Weapons or Small Arms, you can only use them in an assault as CC or FF attacks respectively.

So this un-parenthasis value is for attacking units without being in assault.  For instance, you move your units within 15cm but outside zone of control, but don't charge into assault, this weapon will be in range and no assault will occur.
