I'd say this combined cost counts against any restricted formation costs. Restrictions based on unit type would be different in my opinion as one line item is WE and the other is CH specifically. There's a complete separation when worded on type vs formation. Splitting hairs? POSSIBLY

so real scenario:
Salamander Marines taking a bike formation (under restricted formations). If I add a Captain to it, that logically follows it is part of the formation in Toto and there counts.
an opposing scenario:
say I have a list that limits the amount of dreadnoughts I can take (don't ask why

). Now if I want that guy to be a librarian I pay the character cost (and hopefully have painted him blue

). That's then logically A dread and doesn't count.
another:
I have a list that says 66% of your w/ecosts must be baneblades while the remainder can be shadow swords. If I buy two baneblades I can then buy a shadow sword. Putting a commissar into the shadows word (again, don't ask WHY

), that's and attached CH in the formation, not a more expensive shadowsword and I'd say RAI wouldn't be that I'd need to buy a 3rd baneblade.
I think the above general logic flows here as well.
most of the lists seem to work at the formation level for restrictions so not really a common situation to run into.
