It shouldn't matter which order you do the attacks, wether barrage first or second, as all shooting has to be done before hits are placed and saves are rolled for (even if using normal and MW attacks).
As an example,
A Basilisk Formation shooting at an Ork Warband with the grots and boys clustered to keep the Warlord Nob safe from the barrage.
You couldn't try to get rid of the grots/boys by choosing to use the heavy bolters first then hoping to have stripped away the grots/boys and have the barrage be used to target the Warlord Nob. The Barrage template would still have to go on the grots/boys as there shouldn't have been any casualties yet.

I don't think this is quite correct :)
During the various barrage debates, the order of firing / allocating hits was specifically discussed, and it was concluded that the barrage firing needs to be resolved first before firing the weaponry of the rest of the formation. This is because any subsequent hits need to be allocated to units that do not already have hits from the barrage.

Reversing this order makes the 'barrage process' practically impossible as it starts to muck about with all aspects of the 'barrage process'.

That said, all shooting and 'normal' hit allocation must be completed before the 'normal' hits are resolved, MW and TK hit allocation and resolution being performed in a subsequent round.

The only slightly grey area IIRC is where the formatiion has a MW barrage together with other 'normal' weaponry. Here, I believe you should place the MW barrage template before resolving 'normal' shooting, then carry out the MW shooting and hit allocation on any units remaining under the template.

Ditto.

Where does the confusion come from?

A bunch of people got it into their heads that the rule's reference to "type" of unit meant that you only roll against AP or AT targets when using a barrage. and that the "don't snipe" section of the rule was about how you allocate hits and not about physically placing the template.

They brushed over the fact that there is no specification in the rules as to how you would allocate hits rolled in such a manner (under the template? From front of formation?). Jervis got asked in what was prbably the last FAQ question ever and he said that it should be played by rolling direct hits.

Still, it took most of another year until I randomly discovered a 2002 playtest document while doing some cyber-archology that included an example of play that the rule started to be played the correct way in some groups (they thought Jervis had been deceived or influenced by the way in which the FAQ question was phrased). A few others have simply decided that they'll continue to play their version of the rule as a house rule because they prefer it (they think arty is too good when played normally I guess).

First question was utterly impartial.
Second question (for clarification) was weighted I agree... But J had already answered the question at that point!
Plus there's that 2002 playtest document which makes it quite clear how the rule is supposed to be played.

And I agree we are on our own :-)

Cheers Ginger/E&C.

Provided I'm playing it the way 'most' others are I'm happy!

Me too - if everybody preferred using the house rule I'd happily use it too.
