Pardon my ignorance, but are the Mossinians from some GW fluff or were they created to fit the Siege storyline? Are they supposed to be different than the Vraks renegades? If so, how?

They are made up for this supplement. And yes they are different to Vraks. They are Baran Siegemasters with even lower tech.

They specifically have a thing for using old model design vehicles, with the Hellhound, Bombard, Aircraft and Deathstrike from the AM/SM/TL era. The Deathstrike gets renamed to a Firestrike with less powerful stats and some others are slightly altered to fit the models. Oh and they get Stormhammer superheavies, think the only EpicA list that uses them. It's good for those people who might have some of these old models kicking around somewhere otherwise unused as it gives them a place to go and be used in a good context. It's a PDF force, so older / crappier tech than the imperials normal proper military.
