heres a pic using woodland scenics snow flakes. mostly sprinkled on from about a foot above once the board had been sprayed with watered down pva. a few thicker patches added to building roofs by mixjng pva and snowflakes to the co sistency required.

I bought a textured mat from Dunelms (Chester Fabroc 140cm, white - about £20 for 8' x 4').
