Looks to be moving towards final form, and appears that there have been conversations between Sotec and MC23 to hammer out some things.
Here's the revised list for playtesting:

Special Rules
1) All pulse becomes 2x shot weapons
2) Spirit Stones dropped
Army List
1) 2 Wraithguard 100 points
2) 0-1 Aspect troupes for Beil-tan (175 points for 4
stands with transport option of Wave serpents for
50 points or Falcons at 65 points, and 0-1 exarch for
25 points)
3) Falcon and Fire Prism Troupes dropped
4) Swords of Vaul: 5-6 grav tanks; Falcons for 50
points, Fire Prisms for 75 points, 0-2 Falcons may
be replaced by Fire Storms
5) Warlock titan 800 points
Units
1) Jetbikes 5+ save
2) Warp Spiders lose scout
3) Wraithguard lose RA but get Save 3+
4) Wave Serpent/Falcon lose Warp Spider transport
option
5) Fire Prism's Prism Cannon goes to 60cm
AP4+/AT2+ Lance
6) Cobra's Cobra D-cannon loses Ignore Cover
7) Revenant titan Pulsars hit at 4+
OK, MC23 and I have hashed out something at this point and I would like to point out a few things, but I'll reply to this topic with the reasoning. This is 5% WIP/95% done but I'd like to get a look-see from the hard-bitten veterans in the trenches.

I'm glad they are finally discussing instead of clubbing each other like baby seals. The new list changes are easy enough to digest.
I have been quietly boycotting the Eldar by simply not playing them. I think the constant re-re-revisions along with the endless dribble burnt me out on my pointy-eared buddies. It felt like there never would be any consensus at all with MC23 and Sotec at odds with each other.
Not that they've put their heads together, I'll venture a wager that the final list changes will be close to what they came up with.
My personal favorite change is the fact that the Fire Prisms (one of the nicest looking mini's in the range) will have some increased use for play.
