Yes, that's the current 'official' list: The one in Swordwind, with amendments from the 2008 errata on the GW website.
On the other hand, you may wish to use the NetEA tournament modifications found
here. They're mostly fairly minor tweaks that patch up a few balance issues here and there. If you use any of the experimental Craftworld lists, you'll want to use the NetEA mods: the Saim-hann list for example, is rather over-powered otherwise.

The easiest approach, and the one I took, is to put only one Farseer (the chap with the spear) and two Warlocks (the dudes with the swords) on each Farseer stand. Just use a bit of putty or something to fill in in the remaining two holes in the stand. Remember, you can have between 3 and 7 models on an infantry stand, so this is perfectly legal and shouldn't cause any confusion. See
here for an example. (Incidentally, in an Ulthwé army this approach gives you an easy way to represent a Seer Council by building one stand with five models on it rather than three.)
Alternatively, if you want to focus more on aspect warriors than Guardians you'll probably want to get a few infantry boxes anyway, in which case you may only need one Guardian warhost per box. I bought four boxes and I've only assembled half of the Guardians I got (and only painted half of those again). In which case, there's no reason not to make up a full stand of one Farseer and four Warlocks.

Those are the old Exarch models. However, since the avatar comes with a bunch of metal Exarchs for every aspect except Shining Spears, I prefer to use those for normal Exarchs and the old plastic Exarch models for my Autarch.
Incidentally, if you want to use the metal Exarchs in your Aspect warrior stands but don't want to buy a second Avatar just for them, use plastic Aspect Warriors for the Court of the Young King instead. You should have one plastic aspect warrior spare for each stand you add an Exarch to, so you might as well put them to use.
