Well, first about the Marine changes, and I'll be brief because this is the Eldar forum: I like them all! *laugh*
Marines are finally a *challenge* to play against. The "never out-numbered" change came up in both big assaults having ties in the first round and going into a second, without it, the Marines would've lost immediately, so, yes, big difference.
All the other changes just seem to put the Marines into a more balanced state.
On to the Eldar!
I like most of the changes in 1.7
The reliability of having 2 shots instead of 1-3 allows for better planning and implementation of attacks and doesn't punish doubling/hit-n-run, so I find that more useful.
Loss of Spirt Stones? I still think I like the "unbroken formations only" variant of the rule, as now, almost all my formations are taking Blast markers with them from turn to turn. I do believe Eldar need a leader type effect or they are going to suffer a little more than any other armies.
Jetbikes are certainly more fragile, but I still think they are great at 200 points, though I may start including more than one Vyper more often.
I really like the addition of the Aspect Troupe, but I'm not sure why it's restricted. Seems to make sense to me that Biel-Tan would have smaller, more focused Aspect Warrior formations in addition to the massive Warhosts. Still unsure about the higher cost of Falcons.
I *love* the Swords of Vaul formation, but I really think it should be 4-6 tanks, not 5-6 and that the Night Spinner really ought to be subsumed under it as well, probably the same cost as Fire Prisms.
Wraithguard seems to die a lot quicker without reinforced armour, I used to use them as MW hit soaks, but that can't be done anymore. *laugh*
All-in-all, I like the changes... and some of the things that have stayed the "same".
Final thought, given the lack of Spirit stones, will you play the Eldar a little more cautiously next time - as there appeared to be very little Hit & Run
Actually, I don't often hit-n-run, except for some long range "sniping" with Fire Prisms as I like to have various formations in range to support each other in engages. I like to get my Eldar "stuck in".
To let you in on a little trick, I often "accidentally" place tasty formations in intermingling/counter-charge range in the hope that I'll be getting a "free move" after an assault... shhhhhh! *laugh*
