The "Titan restriction" doesn't really seem to be applied to the 3DC war engines at all, in any list, so I don't think it's that big of a worry.
With the necessity of fielding Cadres to get them, I don't think adding them to the 1/3 restiction is necessary.

I think an all narwhal army would fail miserably. I think it works fine as a support choice. Mainstay though, no way.
Considering you have to take a cadre to take 2 contingents, I don't see that even happening.
Aircaste is very specific in our list and scorpionfish is really an earthcaste creation, it doesn't really fit in the aircaste section at all.
I don't see a problem at all actually.
This is all theoretical though. I'll try to put this on my agenda. If I see an issue, I'll bring it up. I don't think a competative list will want to go heavy scorpionfish though from my experience.

I think I'd have to agree with this sentiment. ScrF are tough, but they don't have that many shots that they can stand alone.
They're more icing than cake.
