Nah, I have 2 full and there'll be the option for an upgrade. Only reason I bought 20 units was because they come 25/pk from FW which equals 2.5 formations.

Here's what I have so far:
1 Shas'O stand
2 Shas'El stands
15 Crisis Suit stands (3 Formations + 3 Upgrades)
1 Ethereal stand
7 Fire Warrior stands (1 Formation)
3 Devilfish
6 Broadside stands (1 Formation + Upgrade)
7 Stealth Suit stands (1 Formation or 2 Upgrades)
6 Hammerheads w/Railguns
3 Hammerheads w/Twin Fusion Cannons
2 Barracudas
2 Tigersharks
I figure my next order (whenever that will be) will have 2 of the Tau Recon packs, another pack of Barracudas, and another pack or two of tanks.
Though I am undecided on what next for the tanks. Do I get some Skyrays or some Twin Linked Missle pods for Stingrays? An Orca?

We may want to fix the Kroot/Gue' thing in an upcoming revision. Kroot can ride in Orca/Mantas in IA3, and it's possible that real Gue' (not local garrison troops) would, too.

Hmm... that's not intentional at all.
Orca - strike predator / kroot assaults?
Sounds very Landa-craft Orky and not very Tau to me... definitely not intended IMHO!
