So is it meant to be scout titan and battle titan weapons for the Minoris or just the Battle Titan weapons? I thought it used to be either.

It's quite intentional. Removing the scout weapons cuts down on the combinations to test and prevents "cheap" plasma or TLD units. The list did used to allow the scout weapons on the minorus a while back.
