Because a unit (and a list) is defined as much by what it lacks as what it has. If you give it 15cm move, you have taken away one of the few drawbacks of the Minoris unit.

I think you may find that you'll be taking a fairly balanced unit, and breaking it, akin to what happened when I gave up the Minervan list (The 10cm Stormhammer got upgraded to 15cm, and instantly became abusively overpowered).
This is a much more reasonable explanation than the previous. I appreciate your concern here, and I don't think anyone wants to see the minorus broken. Part of the reason I started the draft list was to test changes like these without breaking the official list. Have no fear, if things aren't working, then it won't make it through to the next version of the AMTL list.

ALL Ordinati are custom built. ALL of them. No exceptions.
Ok, then all minorii are custom built to move at least 15cm

Yes, well, I wasn't expecting anyone to field 3 Forge Knights (more than once), but it'll let people who have modeled only three keep them in their armies if they wish. I have an occupation-induced aversion to breaking backwards compatibility
I'm also concered with people using them as cheap activations at 150 points since you'd be avoiding the LV of the crusaders and getting infiltrator for CC. It's not so bad losing a detachment or two if you have six floating around. 3 demi-centuries and a CLP-Quake minorus coy gives you enough slots to take six detachments and have a little over 600 points left for thunderbolts, titans, or other bits. Currently that would be 1200 points for the knights alone.
I think it would be best to just drop the 3 option.

Urgh! Argle! Never, I tell you, never!
Testing trumps having models.

better to have your black square bases in action and end with a balanced unit than never field it and find out it kills all!
