I at least theoretically (if not practically!) wanted to allow the fielding of an Ordo Sinister themed army).

Wouldn't that be its own army list, not something made via the "generic" Titan Legion list?

Such a specialized Legio cries out for its own variant list.

I don't really see a need for it to be honest. :)

As long as the availability of multiple Emperor class Titans in the core list isn't broken, they can stay as unlimited, thereby allowing the one person in the world with 12 Emperor Titans to play a 15k pt battle with them.

That will make the Imperator practically unbreakable.

Now that I've had more time to think this through, I thought I'd comment on it a bit more in depth.

In some circumstances the formation will be harder to break, though I don't think that will be the case entirely. If I'm correct in this, embarked infantry won't greatly affect the titan because of the Emperor's fearless status. That should make the titan suppressed after 12 BM just as it is now although it would still claim objectives (it IS a gigantic engine of death, just having it stand there doing nothing should be enough to claim control of something). If the infantry is not embarked, they can be targeted since the attacker is able to declare fire at WE or non WE targets making it much easier to break the titan (kill the infantry, put the titan under fire twice and it breaks). Once broken the any remaining infantry will force the titan to be dragged along because they lack fearless status. For assaults I think it is much the same, but it makes it unlikely that the infantry would ever disembark the titan because of the increased chance of breaking the formation.

So, while, yes, initially it would take 22 BM to break the formation, once infantry start dying the titan should break much more quickly since there are fewer "units" left and more BM generated by the softer units that have died. In effect I think the opposite problem is true, the titan would be much easier to break if the infantry were to be used. So unless the emperor was close to being destroyed, the infantry would probably not disembark and then probably only as a means of capturing more distant objectives or preventing the Titan from being hit in assaults (IIRC you can't make the distinction between WE and non WE in an assault for purposes of assigning hits)

Since the AMTL is one of the most straightforward lists with few special rules, it might even be worth considering simply adding the line that any embarked infantry that are part of the the titans formation do not count for determining if the formation is broken. However it's done though, I think it would fit the fluff if the Titan had the infantry included in the formation or at the very least a mandatory purchase.

In any event, it seems the emperor is more of a side project to the rest of the list, and doesn't seem to show up much in battle reports either so it might be something to revisit once the rest of the list is completely finished.

I don't have a problem with the Imperators stats as they stand. While I think it would be cool to have a titan that could shoot at multiple targets it's not a deal breaker or really even a huge factor, though given the amount of firepower these critters have, it does seem a tad overkill on whatever target you choose.

However, if I could change one thing, I'd adjust the leg bastions a bit to include the infantry units for the leg bastions in the cost of the titan instead of just treating them as corvus assault pods. seems odd that they have the bastions but don't come equipped with troops given the background.

I've been told that the Imperator did not used to come with the infantry included back in the day, you had to pay extra for them. Apparently many payers used to not bother to save points which lead to these titans being brought down by cheap troops boarding them?

Correct, Tech Guard cost extra.

One of the most notable Titan Legions is the Ordo Sinister, a legion which only has 12 Titans, but all of them are Emperor Class.

I at least theoretically (if not practically!) wanted to allow the fielding of an Ordo Sinister themed army).

You know I was totally disappointed when BoLS didn't include an Imperator datasheet with their Adeptus Arbites armylist supplement :))
