In my proposed version, all parts are one formation - to break it, you would need 22 blast markers. Otherways, parts of Imperator are suppressed as normal units - from back to forward. Arms are in the front, so they will be mostly able to shoot.
On the other hand - there is a problem. Since different parts can shoot at different targets - where is the front and where is the back?
I will add a new rule - the Imperator is suppressed from the ground up. It should take care of that.
As for destroying legs - my proposition is that when Chassis is destroyed in a critical hit, the whole Imperator is destroyed. If the chassis is destroyed by losing all DC, all other parts receive D3 TK hits each and the Imperator is immediately broken. The Imperator counts as having speed 0. | The main reason why you want to split up the Emperor titan into seperate WE is that it allows the Emperor be more realistically flexible and viable in a normal game of Epic: Armageddon. The Emperor needs to split fire without a special rule that allows the Imperator to split. A close second reason for splitting up the Emperor titan into seperate WE is this allows the Emperor to not have to fire everything at once and then the other side does what it wants to do. By splitting the Emperor titan into seperate WE formations you get what is needed and you do so by using existing rules. If you keep the Imperator as one single formation you either have to use special rules that break some closely held tenets of Epic:
Thou shalt not split fire. Thou shalt not hold actions of a formation from one activation to the next.
By splitting up the Imperator into seperate WE, sized as I have done, you then get the interesting dynamic that the main weapons will be suppressed before the rest of the titan is. I think this is a good thing, because:
1) It is realistic - If you commanded an Emperor and started to take a lot of concentrated fire, would you want to keep firing mindlessly, or would you want to start looking into preservation?
2) Introduces "flavor" into the Emperor - If the Emperor titan were to be just a huge WE then your tactics are going to become predictable, constrained, and boring. By making it a collection of WE that must operate together you get options that you cannot get with a Warlord or Reaver.
3) Makes it closer to the original Emperor - When the Imperator was first introduced in the Titan Legions boxed set you had a lot of flexibility in what you could do with it by way of the plasma allocation rules. Yes, they were a pain in the ass to use, but you were a lot more flexible in using the Imperator and you could surprise your opponents from time to time.
By splitting the Emperor into seperate WE formations not only are you allowed to hold fire until a different activation, but you don't have to worry about what parts are at the front and which are at the back of the formation. Let the allocation of blast markers, and the associated normal rules in the rulebook, dictate when parts of the Emperor are suppressed.
After reading your comment about destroying the legs I went back to what I originally wrote and realised that I had not written into the rules the idea that when the chassis is destroyed the titan is considered destroyed (or immobilzed at least.) I guess the question becomes: What do we want when the Chassis losses all of its DC yet there are still viable components left over, destruction or immobilization?
