One easy way to get around the Weapon System ambiguity is to explicitly state Scout or Battle Titan weapon. Looking back at my initial post, I think that's why I tied scout and battle titan weapons to power reserve points needed to fire it.
There is no argument what counts as a scout or battle titan weapon. If there is, you need to chuck your warlord at the offending player.

Logically, no it shouldn't. It would probably need to follow the same guidelines as other weapons. It only counts if it is capable of firing. However, if you go back to my original idea, I don't think it really matters. An already used single shot weapon system isn't of any further value and the player can split the power anyway they choose. Effectively it would make single shot somewhat more desirable since after use the titan would be less affected by degradation.
