Most lists will be the NetEA ones, but where necessary (due to army ac's being unable to finish their lists, or not interested in providing appropriately themed lists) we'll write and balance our own lists.
I was the Gargant mob a.c. at one point, so I'm confident we can finish that one quite quickly.
I think that you need to determine whether this is a NetEA supplement or not. It seems to me that if you want it go under the banner of NetEA then really the lists should be NetEA lists.
As far as the NetEA is concerned, the supplements have always been private affairs that happened to use NetEA lists.

Otherwise, you are either cherry-picking some lists that you think are nice, or further splitting the efforts that go on here.
I don't believe I'm incorrect in saying that the biggest movement in the NetEA project over the last three years has been to move one list (AMTL) from Approved back down to In Development; I don't think the presence of this supplement is splitting much, and indeed it will likely work to spur on new testing of existing lists.

Additionally, it seems counter-productive, if your issue is that lists are not being completed to 'your satisfaction', to essentially create second lists and therefore further dividing the potential playtesting pool.
NetEA champions are most welcome to contribute to this supplement if they want to. Several have stepped up, and I have encouraged
Reedar to step forward and take on the Championship of the various Ork lists in this supplement (that are all currently-extant NetEA lists).
The only lists that are different to the currently-extant NetEA lists in this supplement at this time are the 3 Mechanicus lists. Of those:
- The Legio Destructor list currently in the supplement was always intended to be the "feature" AMTL list of the supplement, even when I was Mechanicus AC. If the NetEA gets the AMTL list back to Approved status, then I'd be glad to give it a couple of pages in the supplement (an army list page, and a reference sheet page). I understand the AC has just put out a new version of the list, which presumably resets the playtesting requirements for it.
- The Skitarii list has to be a variant list because the Mechanicus AC has shown antipathy towards my requirements for a Skitarii list for my supplement.
- The Mechanicus Armoured Tank List will need to be different, because the current
Experimental list has, I'm moderately sure, more army list choice options than any other currently-active Epic list. It will never be balanced, certainly not at the rate of progress demonstrated on the Mechanicus lists over the last ~2 years.
I have also been very consistent in stating that I'd like to include EpicUK versions of lists too, where there is an equivalent list, because this supplement has always been intended for everybody.

Obviously, you are free to organise this in any way that you choose, but if I were on the NetERC (which I am not) I would be concerned with a supplement that uses SOME of the 'official' development but not others at the whim of one person alone. On the other hand, if this is a personal project for you to come up with variant lists of the ones that you are not happy with for whatever reason, perhaps that should be stated from the outset.
Supplements have never been anything other than personal projects.
