In the wrecker close combat weapon this is stated.



Wrecker: The wrecker is a large weighted ball at the end of a reinforced chain. Its primary purpose is to deliver crushing blows to buildings and fortifications, though it’s tremendous force and long reach make it a deadly, (although inaccurate) Close Combat weapon.
When engaging units in the Close Combat Segment, it may attack one unit within 5 cm before Close Combat dice are rolled. If the target is a superheavy or smaller it is destroyed. If the target has a hit location template, select a location and scatter twice. If this is still on the template, that location must save at –6 TSM.
Additionally, titans in base-to-base contact with a building may elect, in addition to other attacks, to make an automatic hit on the adjacent building. The building must make a save at –6 TSM or be destroyed.

So the titan has to "engaging units". Done this mean that the titan has to charge the other titan and therefore be the agressor or can he lay back on FF orders and just hit the other charging titan when he gets close?

I've used this one before and I would say you are allowed your free strike even if on First Fire. Think of it as a prepared and readied strike. If your Titan was armed with a Chain Fist or Power Fist etc and had been on First Fire you would still get to use it's abilities too, even if you could argue you had not initiated the close combat. Who initiates the engagement is immaterial in my experience. What you are armed with and how prepared you are does matter however.

This weapon is very effective against Superheavy units. Instant kill no save or scatter. It can be a bit less accurate against template units but hey, free strike.

Ah, the wrecker... what a classic weapon! Actually, I can't find one anywhere, so a conversion job looks iminent.
If your opponent has one also, you could have an extremely destrucive game of conkers!

I agree that you should be able to use it if the Titan is on Frist Fire.

It doesn't say you have to be charging, just engaged in CC, so yup, sure does work if you were the engaged rather than the engagee.
