I'm sure Primarch will come along and give a much better description, but here's an interim version:
NetEpic is a fan-driven development of the Space Marine 2/Titan Legions ruleset from the golden age of Epic. They have taken those basic rules, ironed out many of the inconsistencies and expanded the available army lists dramatically. The NetEpic rules are all freely downloadable and in their 5th (and soon to be 6th) iteration, so they are fully realised and stable. If you like your Sci-Fi full of flavour and where most units can shoot further than they can move, NetEpic is for you

Hi!
Glad you found the rules!
Zap made a good summary. While the "skeleton" is still SM2/TL there have been so many changes/additions/corrections, the best thing to do is download them and use them.
The changes are subtle, but profound in a gaming sense.
