Yep. The penal troops have the same stats as normal troopers but have one special rule: explosive collars. If they fail a morale check one stand from the unit is removed as Vanvlak  or one of his pals detonates some explosive collars. The unit can make another morale check immediately. If it succeeds all is well. If it fails it goes on fall back orders and loses one stand per end phase until it rallies or is destroyed.
There are also rules for human bombs in the PDF list.

Hmm, L-4 says I shouldn't explode, but Mojarn suggests that I explode Penal Battalion - hey PB, what've you done to Mojarn's Squats? And have you got your collar on?

I mad eup soem EA penal troop stats last year sometime...darned if I can find them now though....
It was more that there were special rules rather than stats. I recall it started a controversy about the old fluff 'human bomb' troopers and some people got antsy about the real world troubles of today and human bombers and it being in poor taste.

Hmm...I've searched around this and the official EA forum for my penal troops rules but cant seem to find them anywhere- Darn it!
