Here's the actual section.
Johnson, Jervis et al. Adeptus Titanicus:Codex Titanicus. p 22. Games Workshop Studio, 1988. Print.
"Weapon Grade In Adeptus Titanicus, we spoke of a weapon having a number of barrels. It is more accurate to use the term grade, since Titan weapons invariably have a single barrel - the mention of barrels is a common, but rather misleading piece of Divisio Militaris jargon. For example a grade 2 las-cannon as fitted to a titan is the equivalent of two vehicle mounted las-cannon in terms of firepower. Throughout Codex Titanicus, we what refer to Titan-mounted weapons as having a grade rather than a number of barrels."
"Titan weapons are designed differently to weapons used on vehicles or by infantry stands. They are designed to last, to sustain damage that would destroy an Imperial Land Raider and still keep on working. This makes them much larger and heavier than weapons used by other troop types. The firepower of a Titan's weapons is also related to the size and power output of it's plasma reactor. All these factors are taken into account in a weapon's grade, and the effect on the game is exactly the same as if the weapon did have a number of barrels equal to its grade number; a grade 3 weapon has 3 dice to hit, just like 3 separate grade 1 weapons."
In short, it's saying that weapons on a titan should have a grade number with a number of equivalent vehicle mounted weapons of that same type being needed to equal it.
Thus, a titan mounted las-canon would have a grade number, indicating how many dice would be used for that weapon.
A Warlord (nemesis) for example is listed as follows. Carapace :2 x 4/1/A Left arm:4/1/A Right Arm:4/1/A
With the code breaking out as First digit :the grade for any heavy weapon in that mount location second digit:The grade of any very heavy weapon in that mount location the letter:Tells you which weapons can be fitted to the hard point as follows
A:Any B:No very heavy weapons or missile mounts C:No Las cannon or multi launchers D:No weapon forbidden by B or C above
So the grade of a laz cannon mounted to an arm on this titan would in fact be a grade 4 las-cannon.
At this point a choice in how one applies the rules would come into play.
Do you say that the titan weapon now rolls 4 dice to hit meaning that vehicle mounted las cannons do one dice each... being only grade one las cannons. OR does one say Oh, titan mounted las cannons only do one dice, and you now require 4 vehicle mounted las cannons to equal the firepower of a single titan mounted las cannon?
Here's the thing, as the writers said, clearly Titan mounted weapons are huge. They're designed to take a beating, but they are also clearly larger and more powerful versions of infantry and vehicle mounted weapons.
Me, I look at a stand of infantry and look at a titan and go "Okay, if Titan weapons only do X, and they're huge, massive weapons that launch massive destruction when they fire, it makes sense that infantry and vehicles which clearly don't mount nearly a fraction of that output, should require that for them to inflict damage they need numbers of them operating in tandem to match the effect of a single titan weapon"
Does it make Titan and knight based forces scarily hard to kill? Yep. It would, but aren't titans SUPPOSED to be hard to kill? I mean isn't that the whole point to them existing in the first place?
