I have been out of the 40k loop for a while now, how does the present fluff deal with the non-imperial humans?
In the past there were worlds that were not Imperial, just subservient. Knights came from such worlds.
Does the new fluff even acknowledge Rogue Traders, Merchant Houses, the Machine Cult?

The Machine Cult exists; the rogue traders and merchants and criminals are there (see Inquisitor rulebook and fluff); but all are firmly embedded in the Imperium; the only non-Imperials appear to be the humans who live within the Tau empire. They seem happier too...

Basicaly, the issue is ignored. In old fluff it was made plain clear that were hundreds of thousands of human worlds that were not imperial. The thing is less clear now. In the BFG background you still find rogue traders discovering "lost human communities and organizations" in the fringes of the galaxy, though. What annoys me is that they are treated as a minor thing and most of them are rapidly dealt with (within a decade) by small imperial expeditionary force. Or so is my recollection of the facts 
Go for the old fluyff here. Basically the new fluff does not deal with the issue in any depth, so the old fluff can still be considered to be 1) official and 2) perfectly satisfying as it was. You only need to cut down a few sentences from the new fluff here and there to do so And even without doing so, the old fluff stands a good chance of being kept intact.

Hi Dafrca,
Some of the old background is coming back such as psykers, but most of the rest of the old canon is vague at best...
Rogue traders are mentioned in some of the newer stories.

I kind of like the idea of human worlds that are not part of the Imperium, whether they be planets "lost human communities" waiting to be rediscovered or planets that choose to remain separate from the Imperium (which might have trade relations with the Imperium.)

I imagine we/they are all around the Galaxy, some with the Imperium, some not. But I would guess they all came from Mother Earth at one time ...

I liked the idea that the Imperium was just one of the directions humanity chose to go in the 40,000 years. I liked the idea that some day the Imperium might come into contact with another set of worlds as large as them.
Too bad they seem to have squashed that part of the original background.

Dont the Tau use humans from non-Imperial Worlds in their auxilliary Regiments?

Anything is possible ... Kobald, ORGE, etc., etc. ... How about an ORGE OOB Force taking on an Epic Force or a Hammer's Slammer Force ! (If Old Crow/GZG ever makes them in 6mm!?)
