Yes. Page 63 of the rulebook states that fast vehicles can move up to 12" and fire one main weapon (a weapon with Str > 7) and all defensive weapons (Str <= 6).

Starcannon is Str 6...

Page 69 of the rulebook states that all penetrating hits against a skimmer moving more than 6" count as glancing hits.

You pointy ears have it made.  :(

With the Crystal Targetting Matrix I can move 6" out of cover fire my weapons (Pulse (8) and scatter lasers (6)) in the movement phase and then move another 6" back into cover.

Very useful but disappearing.in new codex apparently.  :(

-- This does makes a big difference. ?Fast and Skimmer on a main battle tank is a massive benefit, but Tau also get this I believe. ?Not that I'm using this as an excuse! ?Maneouverability is the main aspect of an Eldar army so it is to be expect and can be countered.

-- Front line troops such as Rangers (In the open), Guardians and the 4+ (presuming from what I remember that AP4 for heavy bolters) Aspect warriors do get eaten up though. ?With the new codex coming out I expect to see a lot more of these troops on the battlefield. So more targets for marines!

No, Tau tanks have a piece of wargear that lets them shoot as if they're a fast vehicle (up to 12" and shoot one main and all defensive), but they aren't actually Fast (ie, can't move 24").  Eldar tanks have a nasty sprint capability, and a Falcon w/Holofield and CTM is nigh-invulnerable (kinda like my Crisis suits... wonder where that idea came from?)

Also, all the Eldar heavy weapon costs are going down, in some cases significantly.  

What are your Rangers doing in the open?  They belong in the treeline, and don't need to be close to do their job.  Your Dire Avengers, Fire Dragons and Banshees should be in Wave Serpents or Falcons (which are immune to Heavy Bolters), and Scorpions should be infiltrating into cover as close as possible to your opponents (to charge in next turn).  Swooping Hawks have a deep strike, shoot, and 'Skyleap' back into reserve ability in the new codex.  Warp Spiders and Reapers have the armor to mostly ignore heavy bolter fire.
