Different technique used by me, similar to my 6mm painting but the main advise as pointed out by Mr average is use thin coats, so water down your paints to the point that they are almost runny.
I do drybrush and I do use washes. Firstly I use a grey primer never black at this scale. Then a thinned down base coat or for my whites just leave as primer, I then cover in a liberal coat of dark tone wash. Wants dry I dry brush, this will bring out the detail and lift the miniature, but do over do it two to three shades above the base coat is needed. For whites I generally build up levels of thinned grey/blue, then do one light coat of dry brush.
After dry brushing I usually use a small brush with dark tone again to pick out any detail obscured by the dry brushing. Then a final touch up with a small brush on detail particularly for the white. Base add decals, light dry brush to add dirt etc and varnish.
