I think that they would just adjust the most recent rules from 40K apocalypse- which happened to be heavily based on Epic: Armageddon. Some rules previews have been posted for the new Apocalypse and it seems like it is basically a new version of the epic rule set. What about limiting split fire to the carapace weapons, as if they were controlled by a separate fire control system. that way Reavers could fire one big gun at a different unit, and warlords could fire two.

It’s arbitrary, but it achieves the desired results.

One idea I had a while back was to allow emperor titans and mega gargants to activate twice. You have to reduce their firepower and movement by about half, but letting them activate twice would eliminate the need for special rules for splitting fire. I don’t think you even need to convert the distances. Just use the distances as-is and just pretend the imaginary giant fighting robots are faster and have longer ranges.
