Does the dominatrix count to the 1/4 war engine limit.

Cause whilst the rule at the top says all war engines are limited to 1/4 of your points, it then says further down that war engine formations are what's limited to 1/4.

Why landas are incredible. = They can create an assault. For speed freaks that means that your very fast units (see scorchas) can double an insance distance, then provide supporting fire to a landa assault, (pretty much anywhere).
